    Changing Rules in Congress

    in Legislative Reform

    Currently, whichever party controls the House or the Senate can arbitrarily change the rules of the chamber, to their benefit. This recently occurred in the Senate with the change in rules on the Filibuster in order to be able to approve a Supreme Court nominee with a simple majority vote.


    Should we consider making it harder to change the rules of Congress? Should it require a 2/3 majority to change the rules?
